01Where things stand
- Jose Ugarte is in the November 3 runoff for LA City Council District 9 (South Central) against Estuardo Mazariegos. In the June 2 primary Jose took 39.5% to Mazariegos's 26.2%. Curren Price is termed out, so the seat is open.
- Happy Group wants to put $5,000 into video content for October to lift Jose ahead of the vote. His current content is thin; the goal is to bring the culture and the community to it.
- What Happy Group brings: the Latino Carnival (Jose made it happen), the October series with Elvis Crespo and other artists, existing moments with Snow tha Product, Baby Bash and Lil Rob, the Dodger-font shirts going out in the district.
- Footage from Lester and Danny is already with me. Once this is approved, I work with my editor to log it and pull selects.
- They do need better content. Jonathan is the point of contact and the one approver on Happy Group's side unless he names someone else.
02What we make
Ten finished videos plus the research that makes them land. Everything exports vertical for Reels, TikTok and Stories; the two heroes also export widescreen. Captions in English and Spanish on every piece.

Two rounds of revisions per piece. Files land in a shared folder on each drop day with a ready-to-post caption.
03The message
Every video says one of these
- He already delivers for South Central. Latino Carnival, the youth fellowship, parks. Receipts, not promises.
- He's from here. Grew up in the district, been in it for years. The old photos, the artists, the events.
- Your ballot is in your hand. Ballots mail October 5. Every piece after that ends with the vote.
What the research says to avoid
- Don't call the opponent a nobody. Mazariegos is a 20-year community organizer with 26% of the primary. Contrast on results instead.
- "First Latino councilmember" doesn't separate them. Both candidates are Latino. Lead with South Central, and keep Black voters in the frame; they still decide races here.
- Answer Curren Price and Airbnb once, then move on. Jose was Price's senior aide and Price's case is still open. Every hero stands Jose on his own record.
04October calendar
October is not the run-up to the election. It is the election. Ballots hit mailboxes around October 5, so the heaviest content lands in the first two weeks and the last week is all turnout. Happy Group event dates get slotted in once we have them.

Stills go out between video drops, two or three a week. Voting dates come from the state calendar; we confirm them with LA County before they go in a video.
05What I need from you
The green light.A yes on this page starts the footage audit the same day.
Your October event calendar.Every date Jose will be at a Happy Group event, and who's on the bill, so we can schedule the community spots and shoot or collect footage that night.
Any footage I don't have yet.I already have Lester and Danny's footage and go through it with my editor once you approve. If there's more, send it over.
What "reputation management" should cover.Answering the attacks on Jose is in scope. Building negative content about the opponent is not. Tell me which one you meant.
The "Paid for by" line.The exact wording Happy Group wants on political content. We put it on every export.
Jose's key focuses, in his words.Three or four sentences from him or his team on what he's running on, so the issue spots sound like him.
06Not included
- Ad spend and ad management. Political ads on Meta and TikTok need a verified advertiser and disclaimer. We can set that up and run it as a separate scope with its own budget.
- Rapid response. A reply video to something the opponent says is a new piece, quoted separately.
- Attack sites or anonymous pages. We cut contrast content that is true and sourced. We don't build the other kind. In a district this small it gets traced back, and it turns a 13-point lead into a story about the leader.
- Search cleanup. Pushing down negative search results takes months. What we can do in October is answer the live attack lines inside the videos.
